Hello Rosemary,

It looks like your ancestors appear in the UK 1901 census entry reference number RG13/736 p18 f65

The entry shows Alfed Frewin, a police constable, born in 1874, living in Gillingham, Kent, with his wife Florence and a younger brother called Leonard. Leonard is listed as a Railway Engine Cleaner.

The family originate from Cirencester, Gloucester, the only Frewin family to have come from there I have seen so far. It may be worth contacting Gloucestershire Family History Society at http://mysite.freeserve.com/gfhs/gfhs.htm if you want to follow this up.
